The City of Hampton has awarded a lawn maintenance contract to a contractor that has a track record of verbally abusing the board member that is in charge of handling complaints. This contractor has had several complaints by residents due to non-performance in past years and was approximately $1000 higher than the lowest bid this year.
I'm curious as to why this contractor was awarded the contract after the issues from last season were brought up by the board member who had to endure the verbal abuse and complaints by this contractor.
It was also brought to my attention that a board member who was fighting for the winning bidder allegedly informed the city clerk to "Shred all the other bids." Which is in direct violation of state law, they are required to keep these for either 1 or 2 years as it is public record.
The fact that they were only $1000 lower than the lowest bid may not seem like much to a large city however Hampton has a population of only 462 people and this is not the first time the City has awarded contracts to the second or third highest bidder. Case in point was the demolition of the building on city property last summer.
