A crash at the intersection of Hwy. 52 and Dakota County 86 (280th Street) just after noon on Saturday, July 27 claimed the lives of two people.
A 2000 Honda Civic driven by Lui L. Thein, 21, St. Paul, was southbound on Hwy. 52 and turning eastbound onto 280th Street. It did not yield to northbound Hwy. 52 traffic and was broadsided by a 2012 Toyota Rav4, driven by Christina Y. Chen, 23, Rochester.
La Yin, 48, St. Paul, and Naw Wah, 48, St. Paul, passengers in the Civic were ejected and died from injuries. They were not wearing seatbelts.
Another passenger of the Civic, Paller Htoo, 18, St. Paul, sustained non-life threatening injuries.
Neither driver had any apparent injuries. Both vehicles ended up in the ditch and were totaled and towed by Siewerts.
The intersection is scheduled by MnDOT for a $900,000 remake next Spring with a "reduced-conflict intersection" design that would limit crossing traffic and better define the median and turn lanes as well as improve turn lanes and signage. The project was originally scheduled for this year, but has been reengineered after local residents raised concerns about the project.
Since 2008, there have been at least 14 injury crashes and 21 property damage crashes at the intersection, according to MnDOT. Of those 35 crashes, 19 have been t-bones.
